It is difficult to apportion the blame until

possible charges against his superior officers have been inves-

tigated and this also applies in regard to any rocommendation

which your Committes might think proper to make as regards the

restitution to Goverment of the missing revenue of which some

part at least should be recovered from the responsible officers.
